I Don't Get More Available Space After Deleting Stuff, How to Fix?

I have 270 GB of free space on my hard drive out of 953 GB, yet Disk Management reports that I have 0 MB of shrink space. Even when I eliminate programs, I do not get more shrink space. Is there a way I may gain more shrink space?
