Is There A Way to Format a Drive Encrypted With BitLocker?

My HDD is Bitlocker protected. I only want to wipe the entire drive because I don't know the login, password, or restore key. I cannot access the drive when I attempt to boot from a Windows installation CD because it requests a restore key, which I do not have. Is it possible to format the entire drive?

Step 1. Select "Format" with a right-click on the USB or external drive that you want to format.
