Is There Any Way to Merge Partitions on a Full Hard Drive in Windows 7?

I currently have a 2 TB hard drive partitioned into C and D. Is it possible to combine the two partitions of the 2 TB HDD into one without transferring or backing up the data? Both partitions are more than 80% filled, so there's a lot of data to relocate.
