It depends. You can restore the bookmarks in Chrome from the backup if you haven't deleted the local file that saves your bookmarks and browsing history. You need to close your Chrome and do as follows:

  • Go to: C:/Users/UserName/AppData/Local/Google/Chrome/User Data. Change the UserName with your Windows user account.
  • Type Bookmarks in the search bar. The bookmark files are often named "Bookmarks" and "Bookmarks.bak".
  • Move the Bookmarks file to a different location.
  • You need to rename the Bookmarks.bak file to Bookmarks.

Now, you can reopen Chrome and see your bookmarks restored from backup. However, this method works only when your local files still exist. Suppose you have deleted the local files from your PC, as you said, format. You need to use data recovery software like EaseUS Data Recovery Wizard.

Do like this:

Step 1. Open EaseUS Data Recovery Wizard and find the partition or drive to scan for deleted Chrome bookmarks.

Step 2. Go to the "Document" folder or type the name Chrome bookmark that is saved in HTML format.

Step 3. You can preview the files to ensure you have found the right one. Click "Recover" to get them back.

Now, you have the lost files containing the bookmark backup back. You need to go to your Chrome browser and click the three-dot icon. Choose "Bookmarks" > "Bookmark Manager". Go back to the three-dot icon and choose "Import bookmarks". You now successfully recover all bookmarks in Chrome after formatting.
